Link Popularity is one of the most effective ways of getting Search Engine Rankings for targeted keywords. Today’s Search Engines place so much importance on link popularity that websites that have little or no incoming links will rarely if ever rank for their targeted keywords.
Google , the most widely used Search Engine, places the most importance on Link Popularity. In November of 2003, Google changed its algorithm in an update called “Florida Update”. The Florida update was the move to place extreme importance on incoming links with keywords in the link text. This made Google almost identical to the original (1996 - 1999) “Direct Hit” Search Engine which based its linking entirely on link popularity.
Yahoo and MSN place less emphasis on Link Popularity and more emphasis on the title tags and “On-Page” Optimization, but having good link popularity will help if the “On-Page” Optimization is weak.
The more High-Quality (higher ranked) incoming links a website has the higher its Google Page Rank is, and the better it will rank on all the Search Engines.

Simple, in order to weed out spammy websites, the Search Engines have decided that there is no way that spammy websites can rank well if no one links to them, although his really does not work, it does keep the novice webmasters from ranking their websites high.
SEOs (Search Engine Optimizers) will always find tricks and ways of getting website ranked higher. This basically makes the website more-relevant to specific keywords.
Effective Link Popularity will generate traffic and rankings. It is considered by some SEO firms to be the single most important factor in effectively ranking websites
